What action does it take to use it? It doesn't make any mention of it in the text, unlike all other talents.

Also, who counts as "protected" against it? And even if he's not protected (whatever that is), is the triggering techmarine immune to it, seeing as he knows what to expect?

The question came up in our game, too.
And in addition the question how long it lasts and how often it can be used.

As to who is protected my gm allowed me as a tech marine to modify our killteam's PA to add protectors.
That saved us from having to decide if normal PA would protect. :)

It is an attack, therefore an attack action.

The individual causing the screech should be immune to it.

Deaf individuals would be immune as well as anyone with sufficient (GM defined) hearing protection.

I think the Tech Marine modifying his KT's armor to defend against it is the way to go.

Autosenses protect against this type of thing anyway, I believe. So anyone in power armour is fine. Otherwise... earplugs!

Since it is the same system this is what I would go with.

Any idea what this would do to Hordes?

I used FS against a horde last week, sad thing for the GM was that by the point that I used it they where no longer a horde as the HM was in the negatives so he had to roll for every one individually. But if they where actually a horde I would think that the +10's from the horde rules would apply.

+10's? Mind a citation?

Hordes usually gain a bonus to their stats in when doing things in mass.

There isn't one, other than the bonus they get against Fear and Pinning.

I normally add a bonus equal to their Magnitude for making Perception rolls, personally.
