Can someone give me a quick run down on how exactly this works? I'm looking through the book, and I just can't seem to find it this morning. Is that the number of attack rolls a player makes, or are degrees of success multiplied? How does this work?
Rate of Fire
When firing on single shot, you use the first RoF number and fire one shot.
When you are firing semi-automatically, you use the second number, and cross off that ammunition. you gain +10 to hit and hit with one bullet per TWO degrees of success, up to the number of bullets fired.
When firing on full auto, use the third number, cross off that much ammo, gain +20 to hit and hit with one bullet per degree of success, up to the rate of fire.
So a bolter can be fired single shot, semi or full auto, with a rate of fire of 1/2/4 - firing 2 rounds on semi-auto and four on full-auto.
S/2/4 = single shot, 2 round semi-auto burst, 4 round full auto burst
The number represents the number of rounds fired on that mode.
The Degrees of Success determine how many of those rounds actually hit, but the ammo is always spent.

The combat chapter lists all kinds of actions. Look up Full- and Semi-Auto. Also in the Armoury chapter, at the start of it there is a run-down of what weapon statistic means what.

I've heard a couple people recently mix up the damage on full atuo attacks, so I thought I'd add my two cents here as well:
You roll to hit once for a semi and full auto burst. The DoS measure how many hits you inflict on your oppoenent as the others have mentioned. The damage of each hit is worked out individually. You do not roll all the damage, add it together, and then subtract AP/Toughness once. You roll damage for each hit, subtracting AP/Toughness from each and every hit.

And just for clarity: Add to efidm's responce that you can not score more hits than the RoF. If your RoF is 2, and you get 4 DoS, the extra 2 DoS are wasted.
Yes, the printed RoF is the cap on how many hits can be caused.
That's why "Bolter Drill" on Chaos Marines is so sweet...
