He makes a full auto attack so he gets a moded BS of 120.
He makes his attack roll and rolls a 90. Would this count as 3 degrees of success or would you figure out the degrees from 96??

3 degrees of success, thus 1 + 3 extra shots hitting.

+1; so long as you're not going about the +60, nothing says your BS can't go above it. Now if you were unlucky and rolled that 96 on the other hand...
