You can choose which monsters go to which gates, but there can never be added more monsters to a particualr gate then are added to the gate where the surge occured.

What does this mean? Bit of a tongue twister!

You can't choose which monsters to add to which gates, but you can choose which gates get monsters, if there is a choice. And they must be spread around evenly to all gates, but if there are enough monsters added so that more will be added than the number of gates, then the gate where the surge occurred must be at least tied for the most monsters added.

Example... 3 gates are open and it's a 4 player game. A surge occurs at the Witch House, so 4 monsters are added. First, you add one monster to each location with a gate. The 4th monster then must be added to the Witch House.

Another example... 4 gates are open, 3 player game. Monster limit can only take 2 more monsters. A surge occurs at the Black Cave. You can choose which 2 of the 4 gates get a monster (the other 2 go to the Outskirts), but one of the 2 locations has to be the Black Cave. So really, you get to choose which of the other 3 locations will get the other monster.
