Cost for upgrading starting wargear?

I didn't find anything in the rules regarding any exeption when it comes to upgrading your starting standard wargear, like from common to exeptional or master. How much would that cost? Add the difference or do you need to pay the whole cost, even though the common item is free?

Example: Standard gear costs 10 req. wanting to upgrade it to Master from Common. Pay +10 (the difference of 10 and 10x2) or pay 20 for the whole wargear?

Depending on how it's done, some standard expensive wargear could cost quite alot if upgraded to master (or even exeptional).

As a house rule (or rule interpretation if you like), I'm only allowing paying requisition for stuff you can return after mission. In this way, you cannot requisition an upgrade to your starting gear, because it would make no sense to 'downgrade' it afterwards (not to mention that making your bolter master-crafted might take a few months and your KT simply might not want to wait). On the other hand, you can always take the Signature Wargear talents and my group is perfectly happy to allow full discount if you're upgrading your starting gear.

As in taking the talent for the req difference? 10 in this case, and being lower than 20 would work? Seems like a good use for the talent.

I don't have the book with me, but basically you'd only count the cost of upgrading (so the req difference between exceptional/mastercrafted and base item) when calculating the req cost for this talent. This means that you may either take an item that you wouldn't normally be able to pick up (exceptional/mastercrafted cost greater than the limit for Signature Wargear), or you could add some additional weapon upgrades (or a mixture of both).
