I would assume that every cover can only be improved once in this make-shift manner . That's all I will allow for anyway. It represents the maximum the Techmarine can do to cover with what he carries with himself at any time. Anything beyond that falls under DH's crafting rules in my game.

It doesn't say you can't do that but under rules for cover it does say that cover can only take damage equal to it's armor value before being destroyed as cover is not invulnerable.
Personally as a GM I'd say you can do it once to a section of cover big enough for one of your squad members. Reason being once you reinforce it after its shot up plenty by the enemy there might be nothing left to reinforce.
