How does Power Armor History: Bring Death from Afar work?

From pg 162 table 5-12 Power Armor History: Bring Death from Afar:

Bring Death from Afar: Borne into service amidst great sieges.... While wearing this armour, the wearer never suffers any penalties for moving and firing with a pistol- or basic-class weapon on semi- or fully automatic fire (see pages 239 and 242). Additionally, the wearer may count any heavy weapon he wields as a basic weapon for the purposes of moving and firing on semi- or fully-automatic fire.

The rules on fully-automatic fire are: " A character using this Action with a Pistol- or Basic-class weapon may also move up to his Agility Bonus in meters. However, if he does so, he gains no bonus to his Ballistic Skill Test and instead suffers a -10% penalty."

The rules on Semi-Auto Burst are: " A character using this Action with a Pistol- or Basic-class weapon may also move up to his Agility Bonus in meters. However, if he does so, he gains no bonus to his Ballistic Skill Test."

Here is my question does this armor history mean that you would get the normal bonuses for firing fully auto or semi-auto or just that you do not incur any penalties? The reason I ask is semi-auto does not have any penalty applied to moving and firing you just don't get the bonus. I checked the rules for Deathwatch Suspensor which grants the Auto-Stabilised Trait and the Auto-Stabilised Trait and neither of these have an example of how this power works.

The penalty is that you don't get the +10 or +20 for auto fire and that you get additionally -10 if going full-auto. In short, you get to move AG in meters but can fire semi and full auto as if you didn't. That's how I read it.

I concur, that's how we interpreted it and have played it.

so the benefit from this armor is that you DO get these bonuses to BS, even if you move up to your agility bonus in meters? sorry...i'm a total noob.

Yes, that's what the power armour does.

Yep, your understanding correctly.

As for heavy weapons, I understand it as though the space marine can also move and shoot with Heavy weapons, but the heavy weapons still cause a penalty. They are considered basic in the Full auto/semi-auto rules, but not as basic for the armor ruling. Does that make sense to everyone else?
