I must be missing something in the book. How do you raise Psy rating? In the skills list for librarians (in the specialties section) it says "varies*" which then tells you to go to the Psychic Powers section, which only tells me to look back at the specialties section.

I suggest you take a better look at the Librarian's advances. At least in my book it clearly shows Psy Rating 4 as being purchasable for X-hundred points. New psychic power, however, is JUST below the PR upgrade and has the "Varies*" price.
