I would rule that you get the cost of the weapon for 0-req if it is part of you standard gear, and you turn in the piece of standard gear that matches.
You are upgrading that item, and already have it, so you do not need to buy it again.

How did you get a cost of 27? A common item crafted as an exceptional item has a cost of 1.5 times the requisition amount. A common bolter only has requisition of 5, so an exceptional would cost 7.5, rounded up to 8.
As to your question, I would say that you have to pay the full amount for an exceptional item. IMO, you can't take a common bolter and turn it into an exceptional bolter. Rather you must build the exceptional bolter from scratch.

Exactly. You also wouldn't turn in your gear your chapter shipped you out with as that is what you would be expected to return with.

Technically, it would be more accurate to say that you requisition an exceptional bolter. They probably don't craft them at the Watch Fortress. It's much more likely that they have them in their armory, and when approved for your use, they are distributed.
I would also agree that you'd be requisitioning the full cost at 8, and not the difference.
I guess I need to update my answer to it depends if the item in question is signature gear or not. I would hope that signature gear could be gear that is upgraded as a reward for doing a good job (spending the XP). If you are buying signature gear, then I would allow the base item to come from the characters standard kit at 0-requisition. When you return to your home chapter with a superior weapon (or whatnot), I don't think they will mind. It should be an honor!
I got 27 by glancing at the wrong column (weight instead of Requisition).
For a bolter, it's not really a bit deal. 8 vs 3 is pretty minor. If the Devastator wants an Exceptional HB, it's 10 vs 30.
It also somewhat applies to Signature Wargear. A Master bolter is 10, leaving 10 or 30 to add upgrades. If the Dev wants a Signature HB, he really can't attach anything to it, or even get anything but a basic one with the first talent (max 20 Req).

Well, given some of those upgrades are fairly simple to remove; scopes, suspensors and the like, I wouldn't count those as part of the Signature Wargear limitation for the weapon itself.

But that's exactly what Signature Wargear is supposed to represent. The talent specifies modifications count against the 20/40 Req limit.
If the Dev wants to always have a suspensor for his heavy bolter, does he have to take Signature Wargear (Suspensor)? What if he wants a Master Heavy Bolter with Suspensor and Motion Predictor? Take the talent three times (master HB is 40, 25 for Suspensor, 20 for Motion Predictor)? Where as the Tac marine grabs a master bolter with fire selector, chain blade, astartes targeter and anything else you can jam in 40 Req for 1 talent.

I think that what Brother Praetus is saying is that if you don't get an upgrade for a weapon permanently via Signature Wargear, you can still use requisition to give your signature weapon an upgrade for a mission.
The Trade (Armourer) skill states that you may upgrade weapons and armor with enough time. So if you have the appropriate skill, you are able to upgrade your standard equipment.
