I hear there are supposed to be paras in the Normandy expansion. Can anyone tell me how they work and whether they're miniatures, badges or operation cards?

No mini's, there is a paratrooper card in the american air support deck from the base ToI, as well as the air raider leadership deck from Normandy. The result of the card is that you get a squad of regular infantry.
