If a session breaks during a fight, meaning next session we resume and Players all get their personal fortune point pools refreshed to 3, do others give any refreshment to NPC A/C/E budgets?

I would say it's at your discretion. Personally, I'd just just set them all to 3 (or max, whatever is less). But that's mostly because I'm lazy about tracking points between sessions.
