I could have sworn that in the westeros set House Stark #5 House Lannister #171 and House Baratheon #172 were Uncommons (U), not Fixed (F).

They were fixed. You could only get them in the starter decks.

It would be rather sad if they were uncommons ... imagine getting House cards in a booster draft!
