This is the problem with "clearly defining" terms contrary to their English meanings. Poor technical writing leads to confusion.

It's not contrary to the English meaning. The problem is there are multiple ways to interpret the wording, and one is arbitrarily wrong.

When a value is part of a range (distance 1-5) but is also a range itself, it's not unreasonable to assume "within" applies to the larger range. But it's not incorrect to have "within" apply to the narrower range instead. They say distance 3, rather than distance 1-3, thus doing what they can to omit the larger range.

It's annoying to have to think about it this much, and it's probably a dumb typo anyway, but if intentional it's decent writing for communicating a somewhat messy concept.
