Can a single UNIT LEADER, after having the rest if his squad eliminated, and having just survived an attacked with a weapon with keyword SCATTER, still be moved following keyword SCATTER guidelines? The SCATTER rules indicate any NON UNIT LEADER, so again what if all that is left is the unit leader, can that unit leader be scattered if he is the only one left? Thank you in advance.

No, if the unit leader was the only survivor, then Scatter does nothing. You can never move the unit leader with that abbility.
