Interdictor and Ready Cost

Does the Interdictor title ignore the Ready cost for cards with the non-recurring symbol?

The Reference Guide says

Some upgrade cards are marked with a non-recur (q) icon next to their name. These cards do not ready during the Status Phase unless the owning player pays the cost to ready that card.

This implies that you only need to pay during the Status phase to ready. As the Interdictor title takes place in the ship phase, you can thus sidestep the ready cost; however, I'm not sure if this is what the designers intended.

Yes, the Interdictor title would unexhaust a card (such as ECM if equipped to it by Tua), even if it has a ready cost. Because Interdictor is a card effect, thus "Golden Rule" applies.

Also as mentioned, you only pay a ready cost in the status phase.

That’s really interesting. Interdictor was always good for untapping cards like Captain Brunson; hadn’t even considered it with the new pay-to-refresh cards. But then, I don’t have all those memorized yet, either, so it’s hard to tell what might be good in that pool.
