I'm pretty sure that the Phantom is not allowed to equip the PIE, but I just wanted to double check.

Correct, you cannot equip PIE to a tie Phantom. This is because the agility on the card while assembling your squad is 2. The game effect of cloaking (increasing agility by 2) is not active at that point. Similar to how the Delta-7B configuration for the Jedi star fighter doesn’t make R2 Astromech any cheaper.
Edited by SynelYeah, no. They thought it through pretty well. The two most powerful Tie ships cannot use it. The Defender, and the Tie Phantom. That'd make them.. probably too strong.

Amusingly, there are almost
no
ships that both equip it, AND use it. Of the myriad TIE variants out there, only
four
three can actually make use of the card
(and for one of them, only a single pilot)

Yeah, thats a no. PIE triggers before the maneuver. So by the time Ved can change it, PIE's timing has already past.

Aha! Good catch... PIE triggers BEFORE you execute a maneuver, while Ved triggers WHILE. A subtle distinction, but it blocks his use! At least, unless we get a counter-ruling from FFG, which is unlikely.
