Is it up-to X spread across all units within range or up-to X to all units?
Example. Demoralize 3 and 2 enemy units within range. Do both get up to 3 Suppression or is it up-to X over both units (this one seems more logical)?

Demoralize X is on page 36
If x = 1, you can add a total of 1 suppression token to a single unit. If x = 2, you could do one token to two units or two tokens to one unit.

I know it's in the Rule Book silly, it was not "specific" on the execution of the Keyword. But your answer sounds right, which is what several of us came up with.. I just wanted someone other than my core group to say the same thing.

I just read it again, and it's very specific. I'm confused as to where the confusion is?
