Your Pelta still has a command value of 2 and Garm just gives you the same number of tokens as your command value.

Note some scenarios give you a token to start with such as Opening Salvo. So a Pelta would have a CF token then at the start of turn one it could get 2 more tokens from Garm and keep them all.

You mean Precision Strike?

As Mentioned, Phoenix Home does not change the "command value" of a ship from 2 to 4. Rather it allows that Pelta to hold up to 4 tokens instead of the usual 2.

Garm is clear in that the card effect only assigns tokens according to "command value" of a ship. Thus only 2 tokens can be assigned by Garm to Phoenix Home, not 4.
