Summoned Stone

It says on the summoned stone card Each of your attacks targeting a monster adjacent to a summoned stone gains 1 surge does that just effect Dezra the vile or do all attacks from all the hero’s gain the 1 surge

Also it says on the summoned stone card while this card is exhausted 1 of your summoned Stones may perform an attack during its activation so if on your next turn do you have to re-exhaust the card and summon the summon stone back again or can you activate the summon stone with out re-exhausting the summoned stone card each turn.

- it affects just the Geomancer hero. when the class skills say "your attacks" it is limited to only you. You can check out Stalker's Easy Prey to see a wording that gives a bonus to each hero's attack, not only the Stalker hero.

At the start of your turn, you always refresh/unexhaust your exhausted cards.
A hero player may activate each familiar his hero controls once during his hero turn (either before or after resolving all of his hero’s actions). - Rulebook page 17

so when yur turn starts, you will always have to refressh your cards and then activate your hero or familiar.
You have to activate your hero and exhaust Terracall before activating your summoned stone if you want it to be able to perform an attack during its activation.
Even if terracall is not exhausted, your summoned stone will still be activated, but it can not perform an attack. This means it can only move during it's activation.
When activated, a familiar may perform a move action following the same rules as heroes - Rulebook page 17.

So if you want to perform an attack with your summoned stone during it's activation. You will have to exhaust Terracall during that same turn.
With that said, in the Community rules reference guide it is stated that " The Geomancer may exhaust Terracall to attack with a Summoned Stone without placing a Summoned Stone ." So when you exhaust the card you don't have to place the stone within 3 spaces of you. It can keep its old location if you like that better.
