Do the ship that is deployed need to have the TL action on it's bar to do that or does the title give that option anyway?

you don't need the lock action, no. acquiring a lock is not the same thing as performing a lock action.

And even if a card tells you to perform a lock action, you don't need the action in your action bar.

Having a action in the action bar is only required to resolve a card when the card says that it is required.

That was what I assumed, just good to have it verified
