Withdraw is not a standard move. So dodge would be the only option.

While I agree with that sentiment. Pg 82 of the RRG says that a withdraw is considered a move action. That's where it gets confusing. Has anyone seen an official ruling?

Since withdraw is considered a move action, then yes it would work, but it is noteworthy that it takes the entire activation, which seems worse to me than Dodging and attacking.

Unless you wanted to withdraw but the AI rule meant you couldn't. And thank you for the link.
