Question. In Rebellion in The Rim, if we do a demonstration of force, and win, we can place two rebel presence stickers. The pivotal battle rules state that only certain steps are resolved, and one of them is “Determine Battle Effects” during the determine battle effects step on page 17, it says that a team can construct bases. But the pivotal battles info about determine battle effects just says the info about placing the presence.

so my question is. If we have 2 resource tokens before going into the pivotal battle, and we win, thereby placing two presence stickers. Can we also use the 2 resource points to build a base at the conclusion of the battle since the determine battle effects step does resolve?

appreciate any clarification.

We decided it did not include the build bases step as that was not specifically called out (and it is an abbreviated management phase).
