If I have Luke with Battle Meditation but I use say for example Cassian Andors Last Stand Command Card can I use Battle Meditation on one of Cassians orders?

No. "You" on a card refers to the unit that it is equipped to. If Luke isn't issuing any orders, then he can't use the card.
