How does this card of Padme's work exactly in regards to doges received? Can you only get two max, or two from one trooper's two suppression, and then another two from another trooper?

Looks to me like she can only gain a grand total of 2 tokens from any number of suppression she takes
You only get up to two Dodge tokens. If was supposed to be up to two per units that were transferring suppression, than the wording should be "up to two Dodge tokens for each trooper unit that transfered tokens" or something very similar.
