"Controlled" Vehicles

I've read and re-read the Vehicle rules.

Nowhere does it state what a pilot has to do in order for a vehicle to be considered "Controlled".

Do they need to use a Pilot only maneuver or action?

Do they simply have to be "at the controls"?

If a fighter pilot wants to use 2 maneuvers to Aim, and then Attack, is his jet still "Controlled"?

Being in control of a vehicle isn't an action or a manœuvre, it's more like a state of being. Either your character is in control of a vehicle or they aren't.

An unconscious character, for example, is unable to be in control of a vehicle. Nor is one who is not in the cockpit.

Fair enough.
