Just trying to clarify a few of the interactions regarding this card.

1 - Does it affect an Enemy Unit's activation at all? I know the moves and attacks are free actions, but it doesn't preclude the effected unit from using its normal activation afterwards, does it?

2 - Can friendly units be engaged with each other? Supposing one uses the card effect to move an enemy unit into melee with another friendly unit, do one of those units then have to withdraw in their subsequent activations lest they be stuck in combat with a friendly unit? I see how the card may be used to have a unit with relentless or charge move into base and attack a friendly unit, hence the "start a melee" portion of the card's text but I’m just curious about the interactions in subsequent activations.

I've looked through the entries for Engagement, Melees and Activations but didn't really find anything definitive, that said I definitely could have missed it. Any help appreciated.

Right, it does not affect their normal activation at all.

This one (and many other questions) are answered in the FAQ thread. You can force 2 of you enemies to engage, but that engagement ends as soon as the free action is over. So they won't have to withdraw or anything like that.
