Rebel Base Empty and Imperial Loyal Confirmation

Just wanted to confirm that the community agreed. We had an ususal situation where the rebel base's system was found and loyal with no troops on it. I can't find any caveats that say this is a win condition. It seems you still need a unit in the system.

Does the community agree with this ruling?

That is a correct ruling. Per the Rules Reference Guide pg. 14 under "Winning the Game":

Quote

The Imperial player wins the game immediately if there are Imperial units in the Rebel base’s system and there are no Rebel units in the system.

The only thing you would need to do in your case is reveal the rebel base. But the game is not over until the condition above is met. Although it's probably only 1 move or 1 more round until the empire puts units in the base once they know where it is. "Planetary Conquest" is a very good mission for situations like that.

Revealing the base like this isn't enough for the Imperials to win. If you get to the "deploy" part of the refresh phase, the imperials will instantly win if they deploy a single unit to "their" system.

However if the Rebels can either move the base (because they used rapid mobilization already that turn), or an blockade/sabotage the system before deployment happens, then they are still in the game. Likewise, if the Imperials don't have any units ready to come off the build queue (unlikely but possible).

Finally, the turn marker will advance before deployment happens, as will the Rebels reputation from scoring an objective. if the markers meet, the Rebels will win the game before the Imperials occupy the base.
