Obviously, if you declare a particular type of attack, you must declare all characters that can attack.

But are you forced to declare the type in which you can declare the most characters?
eg. I have 3 characters. All with MIL skill, but one has dash POL.

Do I have to declare MIL because that is the type I can declare with the most characters?

You must declare the conflict type (and/or element/province, I guess) that allows you to attack with the maximum number of characters.
