So I was looking at picking up the Nightsister talent tree for a character I play, and I have a question. The talent Witchcraft says: "The Character gains Force Rating 1."

My character already has FR 2, does this mean that I wouldn't get a Force Rating from buying that talent, and am I wasting the 5 xp if I pick it up? I get that I could just buy it and be out the 5 xp in order to go straight down and pick up the Force Rating talent further on, then branch out from there, but if I'm not super concerned with Sense Advantage, or Coven, it wouldn't make sense to just beeline for that Force Rating talent if I don't get an additional 1 from the Witchcraft talent as well, when I can just use the 5 xp on Summon Item, then work my way down and over, and bypass Sense Advantage, Coven, and Witchcraft completely. If I do get a boost to my FR buy buying Witchcraft even though I already have a FR of 2, then I'd just beeline down and then back around, because Balance is still something I'd like, and if I can convince others in my party to end up with the Nightsister tree as well, Coven becomes a lot better an option for me to not skip.

There's two things you can do:

1) Have a word with your GM about how you should get it for free considering you technically already have it.

2) go around it and get the rest of that side of the tree by getting Force Rating first and working your way up from there.

So I take it that you do indeed only benefit from taking the Witchcraft talent if you have no FR then?

Yes. It is exactly like getting a specialisaction like Force-Sensitive Emergent. It gives you a FR of 1, not +1. If you already have a FR of 1 or more, it does nothing.

Normally, if you already have a non-ranked talent and then encounter it again on another tree, you are simply allowed to skip over it without having to pay for it twice. I would proffer, since you already have a force rating that you don't have to work around the tree to avoid this talent, but rather, can simply skip-over it and move to the next talent.

That's not the case here. You have a Force Rating, but you don't have the Talent, so you still have to pay to move through it even if it gains you nothing. This is like an AoR Soldier that buys into Recruit and wants to move through the talents that make various combat skills into Career skills. Just having those skills already as Career skills does not allow moving through those Talents as if they had already been purchased.

So, worst case, you waste 5 XP on a talent that gives you nothing but some flavor in how you manifest your Force Force abilites. Not a big deal.

HappyDaze is right, but talk to your GM and see if they will let you skip it. It's not very expensive to but still a little unfair.

No more unfair that spending XP on non-Career skills and then having them become Career skills. You don't get that XP back. There are a few places where some XP gets "wasted' but it's rarely a large amount.

Well it is not like you are blocked from the tree by it. You can easily skip it entirely.
