Are both effects of An Ocean in a Drop performed simultaneously or sequentially?
e.g. I have 10 cards in hand and 6 cards in my deck. Will I draw any of my original 10 cards or will I shuffle my discard pile into my deck and put the 10 under the newly shuffled deck?

This should be sequential, such that the cards in your hand are placed at the bottom of your deck before you draw.
