If a unit gain a standby token with „deploy the garrison”, must it use the standby before their activation, or can they move, shoot, then shoot again later with the standby?

If you gain a suppression token OR perform any actions (free or normal) you lose the standby.

RRG, Pg. 65: If a trooper unit gains a suppression token or performs a move, an attack, or an action, it removes any standby tokens it has.

But, if the standby triggers prior the that units activation, you will essentially get two attacks with the unit on standby. One for the standby and one for the normal activation.

Also: RRG pg 65: A standby token may be spent before any effects that trigger after an attack, attack action, move, or move action. For example, Darth Vader performs a move action to move into range 2 of a unit of Rebel Troopers that have a standby token. Before Vader can trigger relentless to perform an attack with the “Saber Throw” upgrade card, the Rebel Troopers spend their standby token to perform a move, taking them beyond range 2 of Darth Vader. With no enemy unit in range 1–2, Darth Vader can no longer perform an attack.

To delay your action. Suppose you have nothing in range or LOS so you go in standby and as soon as something enters in range/LOS later that round you can shoot it (or move). It's hard to pull off, because if you get suppression, you lose standby. But at the very least it forces your opponent to react differently and if you manage to pull it off, it can be really powerful.

2 attacks in one turn if you are gifted a standby from a card. It also allows for strategic plays using standby to alter range distances before attacks.

Worth noting that vehicles can’t take suppression and so can’t have their standby token removed by being shot at.

The same goes for a unit that is out of LoS of your opponent, but in the flight line of a unit with Speeder. I've used Standby more than once to allow Fleet Troopers to shoot up a speeder bike after the forced move.

Is there a way to get a Stand By token onto a vehicle before its activation?

So far, all of the command-phase standby effects target troopers only. And clones only share their standbys with other clone troopers, so vehicles can’t use those either.

You can put Deploy the Garrison standby on commander Vader though, and he also cannot lose it due to gaining suppression since he is immune to being suppressed. Its a fun little combo if you are running him with Krennic.
