If scatter is used to move a units mini within Range and LOS of a unit with a Standby token would it trigger standby?
The rule is a little vague as it does not say the unit performs a move, but says "as if" it performed a move

Nope! Because you don't actually perform a "move" in game terms. The attacking unit gets to recohere your minis, but that's the extent of the effect.
(It's a bit like the Clone Trooper ability. You can spend each others tokens as if they're yours, but you don't actually own those tokens.)

An example of a move:
Step 1: perform a speed X move
Step 2: Cohere any non leader minis
Step 3: end move action
Vs.
Scatter:
Step 1: choose target for scatter
Step 2: Cohere any non leader mini's in targeted unit.
Step 3: finish attack step
Thanks everybody!
actually
The scatter keyword allows an attacking unit to send the defender into disarray. After a unit performs an attack using a weapon with the scatter keyword against a trooper unit whose minis are affixed to small bases, it may move any non unit leader minis in the defending unit, following all the rules of cohesion, as if the defending unit leader had just performed a standard mov e.

This is describing how you get to place the minis. That’s all. The defender is not actually performing a move. “As if” is the key phrase there.
