No, because they do not have an aim token as required by the card.
Right. Clones can spend each other's green tokens as if they are their own, but they don't actually have them which is the important part for this command card.
That seems dumb, as it circumvents the primary bonus of being a clone.
But I can accept that your interpretation of the rule is correct.

It actually makes it a bit of a challenge to set up which leads to more interesting play. Otherwise it would be so easy to execute that they just could have written that units with faceup order tokens have range +1.
Rex can already use it well with tactical and with the unit upgrade pack, there will be easy options of getting "free" aim tokens and as soon as the clones get the possibility to create extra orders (Comms Tech for example), this card will be really good!

It does not at all circumvent the primary bonus of being a clone. You can still spend the green tokens of other Clone unit's at range 1.

agreed. This is in place so that you can't break the game.
