I checked the rules reference and all the topics here and cant seem to find it. Cover 1 gives bikes light cover yes? Did I imagine that cover 1 becomes cover 2 as there are two minis in the unit? Maybe i saw it in a youtube demo. Something to do with keywords stacking

The whole unit has Cover 1. There's nothing to stack. However, each instance of a weapon keyword will stack, so if you shoot with the main gun of both bikes the attack will have Impact 2.

As its a unit keyword and not a weapon keyword, it will be cover 1 regardless of the number of minis in the units.

Now what Cover 1 does is improve the unit's cover by 1. So if it has no cover, it will have light cover thanks to the abbility. If it has light cover due to terrain or anything else, it will have heavy cover thanks to the abbility.
