Upgrade Pack and Eligible Units

Are all Factions’ units eligible to select any of the upgrade cards in the Star Wars Legion Upgrade Card Pack expansion if any Faction’s unit card has an upgrade symbol matching an upgrade symbol of a card in the upgrade pack? Basically: If I play the Galactic Separatists, may all of my units use any card in the upgrade pack if I have a matching symbol between a unit and an upgrade?

All upgrade cards are neutral unless stated otherwise on the card.

Watch out for Force Upgrades, though. Currently, "Dark Side" ones can only be used by Empire and CIS, while "Light Side" ones can only be used by Rebels and GAR.
