Could an App, easily navigable with a mobile device and optimized for them, could ever be considered ?

You would always have the up to date the Rule Reference, have a search function, index and stuff like that. No need for an army builder, just the Rules Reference not in PDF format.

I used to play another game that did that and it made searching the rules so much easier and faster.

I would not mind paying a couple of dollars for something like that.
