Rules say when an enemy attacks draw an encounter card and add the boost icons and then discard that boost card. But what if you draw an obligation card which are supposed to be given and followed by the hero that added it to the encounter deck? Do you apply boost and give to hero to resolve or do you just apply boost and discard?

You just apply the boost. The encounter cards are essentially dual purpose - as Encounter cards where you follow the text, and as a Boost cards where you just look at the icons and only follow boost specific text if there’s a boost star icon. In this case, you have drawn the obligation, you’ve drawn a boost card, so you check what the boost effect is (whether that’s just numerical or whether there’s a specific boost effect) and then you discard the card.
