I have Sabine engaged with another unit in melee, can I use the action “ARM 2 Thermal Charge”?

If yes, is it possible to move Sabine outside the melee with the speed 1 move of the card?

You can do the action, but she doesn't get the move if you are in melee with another trooper unit. If a trooper unit is in melee with another trooper unit they are engaged, which means they can'tdo move actions.
