Quick question.

If MHD has Artificial Stimulants, would he be "using" it when he suffers a strain?

I assume it counts as a medical card that he is blocked from "using", but I'm not 100% sure that it is being "used" by MHD.

Anyway. much appreciate an answer.

Artificial Stimulants has the Medical trait, so its abilities would not affect MHD-19. During MHD-19's activation an adjacent hero would be able to claim the card, because that's not "affecting" MHD-19 (other than giving the card away), and it's not even MHD-19 using the ability.
