Are damaged enemies weaker?

Do enemies that have taken damage still deal the same amount of damage/fear when they attack? On a related note, do enemy stacks that have lost one (or more) individual enemy units still deal the same amount of damage/fear as the full stack?

For the first question, here's an example. Say there's a Hungry Warg with full hit points and a Hungry Warg with 1 hit point. Will they deal the same damage/fear when attacking?

For the second question, here's an example. Say there's a stack of 3 Orc Scouts (all full hit points). On turn 1, that stack attacks and deals X damage/fear. A hero attacks the stack during the next turn, killing 2 of the Orc Scouts but leaving 1 alive with full hit points. Should I expect that single Orc Scout to still deal as much damage/fear as the original stack of 3?

For the first question (same enemy, reduced health), the damage and fear is the same.

For the second (different amounts in a group), the damage and fear is increased per enemy in the group.
