In a few games we had had locally, you needed a unit leader to claim an objective token. Yes I know trooper units are no problem with that, but what other unit are a typical unit leader to claim the tokens? Since an operative is a single base, a unit leader says a unit with a single base is a unit leader. So I assume the answer is yes. Am I wrong? What type of units or minis cannot be considered a unit leader.

Every single unit in the game has a unit leader (doesn’t matter if it’s a trooper or vehicle). In the case of single-mini units, that mini is considered the leader. In multi-mini units, one of the minis is designated as the leader.
