The rules insert for the rebel vetrans says you can place them at range one to two but the rules reference states that its speed one from unit leader of veterans i assume the rules reference takes priority as correct?

Whoops, yeah, I meant a speed-1 move. That's a pretty significant difference.
The rule is text on the cards is reminder text and if contradicted by the RRG, the RRG is the actual rule. I believe that's in the RRG?

Originally I think the question's source came from the Golden Rules from how it was worded based on my opinion. Maybe was talking about the 2nd bullet.

The Golden Rule does not apply to reminder text , as reminder text is not considered to be card text.
Given typos, misprints, errata, etc etc., the Rules Reference is the most up to date and accurate source of all information about star wars legion.
It's also worth noting that only italicized text is considered "reminder text". Any other text on a card would overrule the RRG.
