That would lead to 1000+ point fleets of fighters protecting planets while the ships go and conquer.

I meant up to 500 max. So you could have 400 of fighters and 100 of ships.

Ah, OK. So 400/100, or 0/500 as a maximum? I think that that is reasonable, only I want there to always be a ship in the garrison, since it is not thematic to leave the defence force entirely to fighters. I will make it 400/400 caps, as that way if you want the full 500 you are forced to have both.

I would be down for either faction. This sounds like great game of risk! I've been wanting to do something like this for a while.

Casualties are determined randomly.

Great! Glad to have you on board! You'll be CIS, as Forty is Republic. That makes our minimum of 3 a side to start, however I'll give it another day to see if anybody else wants in.
