Ide Ryōma can be used on 2 ready characters, but not 2 bowed characters.

The “can this effect change the game state” check looks to make sure one of the two chosen characters can be bowed, but does not look to see if either of them can be readied (as the readying is after a dependent “then”).

Yes.
"If you do" functions the same way that "Then" previously worked.
