My squads a have Recon and one of the mission setup cards given troops scout 1.

Does that mean they get scout 2 and move 2 1 movements at deployment?

Or is it ignored and a waste of upgrade points for this mission?

You will add Scout 1 + Scout 1 for Scout 2. Your squads will perform a Speed 2 move upon deployment.

If the already have Scout X on their cards (Commandos, etc) you will add all together, but not to exceed a Speed 3 move.

It’s 1 movement at speed 2.

Keywords that have numbers are cumulative. In the case of Scout there is a hard cap of 3, though.
