Question regarding Command Cards

If I have Darth Vader and General Veers in the same army, can I nominate Veers as the commander I'm issuing orders with, and use one of Darth Vader's command cards for that order?

The rules state that if I include certain individuals, then I have the option to include their command cards in the seven I take for the game; however there is no mention that specifically that individual has to issue the order.

Personally, it makes sense that only the named individual can use their cards, but like I mentioned this requirement is not stated anywhere. I'm new to the game, and my opponent I played last night told me they were character specific, but I just wanted to check because he told me he wasn't all that sure on the rules of the game.
