Can u use hq uplink to issue an order to yourself when you are in range of an enemies comms jammer?

To give the rules reason why, Comms Jammer states that "Enemy units at range 1 cannot be issued orders, unless they are issuing an order to themselves." HQ Uplink states "During the Issue Orders step of the Command Phase, issue an order to yourself" (this is based on the English version of the cards). Therefore, when you use HQ Uplink, you are issuing an order to yourself, which is the only way to be issued an order if you are in Range 1 of an enemy Comms Jammer.
