Vassal order token confusion

Straight to the point: We drew a Westeros card that read: "Raid Orders can not be played during the Planning Phase". Our confusion is: Can the vassal token that is both (and not either or) a raid order and a support order then be played during the planning phase?

I would assume that it can be placed, but the Raid option is unavailable. So it’s effectively just a Support Order

I believe according to the rules (or FAQ), that order cannot be played.

Why can't the order be played ? Is there an explanation to that ?

The FAQ says:

Q: Does the “Storm of Swords” Westeros card forbid placing or
executing a vassal’s “Defense/Muster” order token?

A: Yes. The “Defense/Muster” is a type of Defense order
so it would not be playable.

The Rulebook says:

Raid/Support 1: This order token is both
a raid order and a support order.

Therefore:

A card forbidding the placing of a Raid order would include a Raid/Support order.
