Not all of them have that ability. In fact, most of them don't, and I don't recommend giving it away so freely as it cheapens the impact when it actually show up.

Isn't a minion group considered one ally though? So even with Imperial Valor, a blast from a big weapon would wipe them all out right?

Also, I like the options presented for starting PCs in the Clone Soldier and Jedi careers to get a highly discounted "starter package" of gear for 1000 or 2500 credits respectively. Not sure if starting at Knight/Heroic Level disqualifies a PC from getting those discounted gear packages or not, but with the book pricing a basic lightsaber at 8000 credits, it is possible for a Heroic Level Jedi/Padawan to have their lightsaber, a Jedi utility belt (priced at 800 credits), heavy (or concealing) robes, and a couple stimpacks just from that 9000 credits gear allowance. I could see it being intended that Heroic Level Clone Soldiers and Jedi having to purchase their gear under the normal rules and costs, with the discounted packages meant to be a trade-off for a standard starting character's beginning resources (Jedi PCs don't get extra starting XP from Morality, Clones have to lower their starting Duty), but it's likely left vague enough for GMs to make their own decision.
The "Weapons of Traditions" callout on pg 54 I think answers this. A "starting Jedi character" can use 2500cr of their starting credits to be granted a lightsaber "of any type".
This would apply the Heroic Jedi's starting 9,000cr, would it not?

Like I said, it depends on the definition of "starting," and was probably left deliberately vague so that the GM could choose for themselves, something that FFG does a fair bit in both this and Genesys and in turn drives rules-obsessed players and GMs up a wall due to the "lack" of what they perceive as a straight answer from the rules as written.
Myself, I view "starting" as getting just the baseline XP that one gets from their species, 500 credits, plus any bonuses from increased Obligation, decreased Duty, or Morality. Given how Heroic/Knight Level XP is called out as not being allowed to be spent on characteristics (something that regular starting XP can be used for), that leads to believe the intent is that the gear bonuses for Jedi and Clone Soldiers aren't meant Heroic/Knight Level characters, who as I noted can already very easily afford a lightsaber or military-grade weaponry with the 9000 credit allotment that all Heroic Level characters have access to.
Daeglan's answer equates to "whenever a character enters the campaign, that's when they started" be it at Heroic Level or some other amount of XP awarded after the standard character creation.

Gotta say I find that pretty convincing, since a starting character isn't defined by their XP total, as that can vary even between non-heroic starters.
I was reading over the Clone Specs and found them to be pretty great especially Pilot. I was thinking to offer them to players of other eras, could swap Clone for Assault so that you have Assault Office, Assault Pilot, and Assault Trooper. The only unusual thing I can see is the Clanker Killer talent.

Also, a payload of 12 concussion missiles seems really large for such an expendable unit. Anywhere from 2-6 (total, so 1-3 missiles per launcher) should be more than enough and seems more reasonable compared to much larger fighters carrying only 6-8.

Remember that Silhouette in both this game and Genesys are like scale in the Transformers franchise (specifically the G1 cartoon). To paraphrase the Transformers Wiki:
"Silhouette in this system is, not to put too fine a point on it, screwed."
For instance, the VCX-100 is cited as Silhouette 5, when it should probably be Silhouette 4, and there's vessels cited as Silhouette 3 (starfighter scale) that should probably be Silhouette 4, such as the Kestrel KST-100.
So odds are, the Vulture droids are on the higher end of Silhouette 2. Given the rocket-tag nature of starship combat, them being smaller than most PC craft probably helps them survive space combat longer given their not much more durable than TIE fighters.
Idunno. They look Silhouette 3 to me. Could a horse ride on it? Yeah. Seems about right.
Vulture droids in Movies and vulture droids in TCW are notably different in size.
3.6 vs 6.96 meters respectively.
