Is it only during step 3.2.8 that Moto Chagatai does not bow due to his ability?

Agasha Sumiko and Clarity of Purpose, as examples, use the text "as a result of conflict resolution"

Moto Chagatai uses "during the conflict resolution"

The confusion seems to be that 'Conflict Resolution' in the RRG is defined all steps of 3.2, from Declare Conflict to Return Home.

Moto Chagatai only ignores the framework bow that occurs during step 3.2.8, same as Sumiko and Clarity of Purpose.
